Finance Officer General Accounting

Overall purpose of the job

The Finance Officer (FO) is responsible for the timely and accurate day-to-day operation of  financial processes, and the preparation of periodic financial, project and management reports. The Financial Officer will also assist the Financial Controller(FC) in the preparation of the annual accounts and audit process.  Starting mid 2014 there are three positions on the level of Finance Officer at Wetlands International Headquarters. Two FO’s are dedicated to Project Administration; the third FO will focus on the general financial administration of the organisation. Presently the organisation consists of 3 legal entities which each a separate financial administration. These ToR describe the responsibilities and tasks for the Financial Officer General Accounting. It is a new position replacing the former position of Finance Assistant which has grown to a higher level in the past years and therefore has ceased to exist.

Working relations

INSIDE Wetlands International:

Financial Controller, Chief Operations Officer, headquarters staff – especially Project Managers, Other Finance Officers and Finance Officers from the global Wetlands International network.

OUTSIDE Wetlands International:

Professional advisors, service providers, suppliers, consultants, contractors, finance offers from MFS- alliance partners, bank officials.

Responsibilities and tasks

  • Execute the day to day headquarters general financial processing and reporting according to prescribed procedures;

  • Plan and execute the general accounting processes as there are: supplier invoices and staff expense claims, bank transactions, general ledger transactions, payment cycle and monitoring of bank accounts;

  • Act as the initial finance point of contact for all staff on supplier invoices, expense claims and donor receipts;

  • Monthly reconciliation of suspense accounts, sub administrations for Debtors and Creditors and some other specific accounts;

  • Prepare the basic data for the periodic internal financial and management reporting package;

  • Support the FC in the headquarters budget process;

  • Act as a back-up for the other FO’s ;

  • Maintain Petty cash.

Specific

The two FO’s Project Administration maintain and book contract registers (for donors and subcontractors); prepare periodic reports on projects to donors and for internal use. The FO General Accounting  focuses on general accounting tasks but will be confronted the project dimension in almost every financial transaction.

Profile

The successful candidate is a qualified financial professional with some years of accounting experience in an international  project-driven organisation, has strong creative and problem-solving skills and an ability to explain financial issues to non-financial management. The candidate also has an interest in international nature conservation and sustainable development.

Essential skills and experience

  • Recognised professional accounting qualification;

  • Experience with Dutch financial and statutory reporting requirements;

  • Experienced in project accounting on major, international, multi-site projects;

  • Working experience with financial accounting systems and management information systems relevant to the sector, preferably with

  • Excellent communication skills (written and oral) in English; eager to inform non-financials on financial information;

  • Proficiency in MS Office; especially Excel;

  • Stress resistant and used to meeting deadlines;

  • Used to working in a small team and sharing the responsibility of the team;

  • Pro-active attitude and eager to improve quality continuously.

Preferred skills and experience

  • Interested in what is behind the bare figures you work with

  • Additional language skills – particularly French, Dutch

  • Experience in working in an international multi-cultural community with multi-site organisations

  • Experience with different accounting principles in developing countries

  • Active interest in current environment and development matters
