Wetlands International Annual Report 2013

The “red thread” for our work in 2013 was our increasing connection, dialogue and influence with other civil society organisations, business and industry. As you glance through the Achievements section in the report, you will see many concrete examples of this, with on-ground and policy results evident from the local to global scale. Through our major programmes we have demonstrated how wetlands play a vital role in securing biodiversity, strengthening livelihoods, increasing community resilience natural hazards like floods and droughts and reducing greenhouse gas emissions.

Socio-economic valuation of the goods and services of the Paraná Delta wetland

When analysing social phenomena from an economic standpoint, resource allocation decisions are one of the aspects that are taken into account. In order to make these, decision makers consider different indicators, such as resource prices. Indicating the value of a resource in monetary terms can help care for it by explicitly establishing the cost of carrying out activities which are incompatible with the conservation or preservation of said resource. The economic valuation of natural ecosystem resources can influence policy decision-making, despite the difficulties inherent in this valuation process. It has been said that one of the reasons for the damage caused to wetlands is that there is no price on many of their functions, which therefore have no economic value for decision makers.

Una mirada sobre los conflictos y la problemática de la tenencia de la tierra en el Delta del Paraná

La riqueza de los recursos del Delta contrasta con la marginalidad con la que se ha tratado a estos ambientes, más como áreas “improductivas” sobre las que avanzar insertando actividades típicamente terrestres (interviniendo en su naturaleza intrínseca), que como un ecosistema a conservar debido a la importancia estratégica como reservorio de agua dulce. La complejidad ambiental propia del área, asociada al sistema federal de gobierno a partir del cual coexisten distintas jurisdicciones provinciales con sus respectivos municipios y con diferentes marcos normativos e institucionales, se conjuga con una dinámica social con baja participación ciudadana en los procesos de toma de decisiones públicas, planteando un intrincado escenario regional.

Valoración socio-económica de los bienes y servicios del humedal del Delta del Paraná

En el análisis de los fenómenos sociales desde el punto de vista económico, uno de los aspectos a los que se presta atención es al de las decisiones de asignación de los recursos. Para tomar estas decisiones, las personas toman en cuenta diferentes indicadores, entre los que se destacan los precios de los recursos. Señalar el valor de un recurso en términos monetarios puede ayudar a su cuidado al hacer explícito el costo del desarrollo de actividades incompatibles con su conservación o preservación. En cuanto a los ecosistemas, la valoración de sus recursos naturales puede influir en la toma de decisiones de política, a pesar de las dificultades inherentes a su valoración. En el caso de los humedales, se ha mencionado que una de las razones para su degradación es que muchas de sus funciones no tienen precio y por lo tanto no tienen valor económico para aquellos que toman decisiones.

Las pesquerías de los grandes ríos de América del Sur, el continente más fluvial del planeta, desempeñan un papel crítico en la provisión de alimento, sustento económico y medios de vida en general, teniendo así un papel preponderante en la reducción de la pobreza. La práctica de la pesca artesanal en esta cuenca, y particularmente en su sector del Delta, se ha visto afectada en los últimos años por acentuados cambios en el régimen de uso de la tierra y el aprovechamiento del agua, desarrollo de obras portuarias y de dragado, levantamiento de terraplenes, desecamiento de humedales con fines agrícolas, ganaderos y urbanos, reducción de las áreas de pesca, deterioro de la calidad del agua, aumento no controlado del esfuerzo de pesca, etc.

Restoring Peatlands in Russia

Millions of hectares of drained and abandoned peatlands in European Russia are highly vulnerable to fires, such as those that covered Moscow in smoke during the extremely dry summer of 2010. Rewetting degraded peatlands, especially abandoned peat mining sites, and establishing a sustainable usage will prevent fires and their negative impacts on climate and biodiversity.

Why West Africa's Manatee deserves top CMS and CITES protection

The African Manatee is a member of the Trichechidae; a sirenian, mermaid-like sea cow that can grow up to 3 meters and weigh 500 kilograms. Wetlands International is calling for tougher protection measures to ensure the survival of this endangered species.

This publication, featuring many case-studies of work by Wetlands International, explains a new trend of assigning financial value to nature and payment for the services that nature offers. It shows that making use of the services of nature in a responsible way is often much cheaper than building installations and maintaining these. Strategic action plan on integrated water resources management, biodiversity conservation and sustainable agriculture in the Southern Bug River basin

The Strategic Action Plan (SAP) was developed in the frame of the Wetlands International Black Sea Programme’s project «Towards integrating wetland biodiversity conservation with water and agricultural management in Ukraine. A pilot project in the Southern Bug River Basin». The draft SAP was discussed at 4 regional workshops and 15 roundtables in different settlements located in the Southern Bug River Basin during a public information and educational campaign in 2008—2010. The final version of the SAP was approved by participants of the Basin Conference on 14 May 2010. The Southern Bug Basin Council approved the SAP on 3 February 2011 and decided to use it in the drafting of regional and local programs.

Kasemen, Serang-Banten, Indonesia on 2nd of February 2011. World Wetlands Day 2011 comes exactly 40 years since the Convention on Wetlands was signed in 1971 in the city of Ramsar, Iran. This makes its celebration in every Ramsar member country a very special one. Indonesia, with its continued commitment to the protection and conservation of wetlands for the benefit of present and future generations, is no exception.

alam yang terangkum dalam satu kesatuan ekosistem utuh, sehingga pemanfaatan dan pengelolaannya

haruslah terpadu dan utuh pula. Hutan khususnya hutan lahan basah tentu tidaklah akan tumbuh baik bila

habitat lahan basahnya tercemar dan terdegradasi, begitu sebaliknya lahan basah menjadi terancam bila

tegakan hutan di atasnya rusak atau hilang.

Wetlands International Annual Plan and Budget 2011

This plan sets out Wetlands International’ s priorities for the coming year and translates the Strategic Intent into concrete activities and linked results we aim to achieve by the end of the year. The Strategic Intent has a ‘rolling’ character which means that it is reviewed and consequently updated every 5 years, refreshing the 10-year outlook in the middle of its lifespan. A strategy review is currently in progress while the plan for 2011 is being developed. The emergent thinking coming out of this review is, where possible, already incorporated in the annual plan.

This review describes outcomes of a 2010 horizon-scanning exercise building upon the first exercise conductedin 2009. The aim of both horizon scans was to identify emerging issues that could have substantial impacts on the conservation of biological diversity, and to do so sufficiently early to encourage policy-relevant, practical research onthose issues.

The fifth volume of newsletter Chilika, jointly published by Wetlands International South Asia and Chilika Development Authority, provides an update of various activities being undertaken for its conservation and wise use.  The issue focuses on management planning , and has a lead article on the management planning framework for the wetland ecosystem.
