This has prevented understanding to be developed among stake holders, particularly in the marine and coastal resources sector which have various stake holders with complex relationships involved. This has led to conflicts, and in many cases, the lack of cooperation with state agencies such as trespassing of national parks, illegal logging, and sea turtle’s eggs stealing.

Accordingly, there should be new mechanisms to boost understanding among communities around national parks and help connect the communities and state agencies so that they could work together and promote participation in conserving natural resources.

The mechanisms will be a formation of a group comprising of representatives from communities, state officials, as well as experts. These figures will work together and come up with new policies in order to conserve natural resources and find solutions for sustainable use of those resources. Such solutions include coral reef and mangrove forest rehabilitations, formulations of new regulations on fishery gears, zoning of protected areas for certain species, and control of fishery practices harmful to sea turtles.
